Kaiser Permanente Executive Director, Buy to Pay - Pay Operations in United States
The Buy to Pay - Pay Operations leader is the accounts payable process leader for Kaiser Permanente responsible for the management coordination and oversight of accounts payable and related disbursement services nationally for Kaiser Permanente. As of 2017, all regional AP functions have been consolidated under this executive role into a single national shared service. Position activities include: development of a vision and strategy for the payables process; general management of operations; financial management and controllership of processes; customer relations, compliance reporting/monitoring, risk mitigation, staff development, and related shared services implementation activities. To achieve objectives the incumbent plays a key role in managing and influencing relationships with senior level executives and other management staff including: Regional CFO-s and Controllers, regional operational department directors, Program Office executives, other Shared Services Executives, and various other executives in the support of invoice payment and disbursements. This role is also responsible for overseeing the national Travel and Expense Operations (TEO) group which is responsible for monitoring compliance with T&E policies and procedures and conducting actual audits of all executive expense reports.
This position consistently supports compliance and the Principles of Responsibility (Kaiser Permanente's Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization with particular emphasis on the detection and elimination of any fraud, waste or abuse via the pay operation processes. It acts with the highest level of ethics and integrity, reporting any act of noncompliance, and adhering to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanente's policies and procedures.
Establishes a clear vision of the future for KP-s Accounts Payable and TEO functions, communicates clear goals, objectives and priorities. Serves as a change agent, accountable to ensure the vision is realized and shared services are optimized. Pursues process innovation and where applicable automation, making the payables function as efficient as possible, internally and with over 40,000 suppliers and vendors.
Develops and implements the roadmap for greater integration across Buy to Pay (Sourcing, Supply Chain Ops, and Pay Operations), Finance nationally and with each Operations functions in each region to streamline processes and realize best practices.
Responsible for the definition and development of services and service levels for the function and defining the optimal billing/allocation model for the payables services provided to internal functional and regional customers.
Develops appropriate metrics and monitor baseline performance and improvements ensuring industry top quartile performance on cost, quality and service. Regularly benchmarks performance externally and pursue continuous improvement opportunities.
Develops and maintains relationships with our labor partners, abiding by the Labor Management Partnership overseeing over 200 represented positions in the Payables function.
Improves controllership processes by ensuring an adequate system of internal control is in place to secure Kaiser Permanente assets and comply with regulatory requirements. Establishes methods to proactively monitor risk and drive compliance.
Understands and communicates overall functional and/or business unit direction, and ensures that the work of the unit is integrated and consistent with the current functional and/or business unit plan and objectives.
Participates in Customer Leadership Forums to regularly review performance and costs. Manages customer relationships with CFO-s, controllers and other key financial and operational executives.
Meets and exceeds customer expectations for cost, quality, and service. Implements mechanisms for capturing, assessing and responding to customer feedback to improve satisfaction and response times.
Demonstrates commitment to the Buy to Pay Shared Service vision specifically as well as overall to the Enterprise Shared Services vision, standards and norms.
Develops a team of professionals through the development of all direct reports skills and capabilities by providing timely feedback, coaching and performance reviews.
Responsible for recruitment, hiring, promoting and transferring/reassigning of staff; role modelling an appreciation for our KP Agenda, diversity, equity, and inclusion.
Responsible for ensuring all budgets, schedules and performance standards for the unit are attained. Ensures that proper procedures are in place to facilitate goal achievement.
Supports growth strategies through seamless integration of merged and/or acquired entities.
Basic Qualifications: Experience
- Minimum ten years of experience in account payables management including managing groups of fifty or more employees.
- Bachelor-s degree in accounting, finance or related area required.
License, Certification, Registration
Successful experience in achieving results through people in complex organization.
Experience with shared service center operations, management accounting, cost management, financial analysis, and budgeting techniques.
Demonstrated ability to contribute strategically to organizational business objectives by identifying and implementing leading business processes; demonstrated ability to manage change. Ability to lead and influence senior executives on business issues. Ability to communicate complex concepts to staff whom may not have a high level of expertise.
Strong communication, presentation, and staff development skills.
Familiarity with matrix management
Experience working in a labor environment is highly desired.
Experience with major financial and case management systems desirable.
Strong understanding of risk assessment and management in the payables area highly desirable.
Six Sigma, TQM, CQI or other quality management or process re-engineering experience is highly desirable.
