Kaiser Permanente Health Plan Programs Consultant in Seattle, Washington

Support line of business strategy through development of specific programs. Oversee various interdepartmental programs of a highly complex nature designed to implement line of business strategies and achieve line of business objectives. Meet quality standards and the production of expected deliverables for initiating, planning, executing, controlling, and closing tasks assigned for program participants. Lead LOB cross-functional program teams and matrixed team members to effectively coordinate the activities of the program tasks. Communicate with key stakeholders regarding status of program and specific related tasks.

Essential Responsibilities:

  • Develops and provides leadership for and/or specifically manages several interdepartmental programs in support of line of business strategy and goals.

  • Develops point of view regarding customer requirements to inform program development and execution.

  • Responsible for assembling teams, assigning individual responsibilities, identifying appropriate resources needed, developing schedule to ensure timely completion of tasks, and ongoing direction of teams. Includes process design, developing goals & objectives, work plan & decision criteria, team facilitation and financial & market feasibility analysis.

  • Does the follow through to assure that program tasks are completed.

  • Continuously identifies & implements process changes & improvements and planning methodologies to enhance performance across programs.

  • Ensures all program requirements and/or objectives are properly documented.

  • Develops reports & recommendations and communicates plans via written & oral presentations to key stakeholders as appropriate.

  • Resolves critical areas and keeps key stakeholders abreast of program status.

  • Provide effective management support to the staff in multiple locations.

  • Develop a culture of patient safety and strong staff engagement.

  • Mentor staff, encouraging continuous learning and upward mobility.

  • Functions as interface/liaison across organizational structures to facilitate coordinated strategies.

Basic Qualifications:


  • Minimum eight (8) years working with management and working in skill areas.

  • Minimum five (5) years of program management or similar experience.


  • Bachelor's degree required OR four (4) years experiance in a directly related field.

  • High School Diploma or General Education Development (GED) required.

License, Certification, Registration

  • N/A

Additional Requirements:

  • Excellent program management skills including timelines, scope and cost management.

  • Ability to read and interpret financial data.

  • Proficient in MS Word and Excel.

  • Knowledge of quality improvement, quality planning, systems theory and business strategy development.

  • Writing and data analysis skills.

  • Communication, interpersonal, organizational and customer service skills.

  • Progressive experience in program management including experience in large scale, cross functional program / project management with demonstrated experience integrating products, technologies and business processes within a Health Plan environment

Preferred Qualifications:

  • Health care experience, strategy implementation, operations, product implementation.

  • Understanding of healthcare industry and terminology.

  • Consulting, group process facilitation, whole system design, change management and conflict resolution skills.
