Kaiser Permanente Mobile Health Clinic and Community Outreach Director (RN Preferred) in Rockville, Maryland

Community Outreach Operations Executive partners with senior leaders from the Health Plan and Medical Group to develop department ensuring community outreach is aligned with the overall regional strategy to prevent illness and close care gaps, supporting Community Benefit and Sales and Marketing while improving the health of the communities. Executes department vision and tactics to achieve goals, successfully deploying community outreach resources, including Community Ambassadors and the mobile health vehicles, to meet Annual Operating Plan short and long-term goals.

Essential Responsibilities:

  • Manages day to day operations of the mobile health vehicle, including staff, scheduling, van/vehicle/employer/site operations, care, treatment and service provided by health plan clinical staff while assigned to the vehicles, clinics or community outreach sites.

  • Manages the Community Ambassador program and the participating mid-level providers.

  • Is responsible for the Community Outreach department's performance in providing outstanding quality of care, treatmnet, service and access to care for our patients and for other members of the community as evidenced by process and outcomes data for all sites wherein care is delivered.

  • Collaborates with the physician leader for mobile health community outreach services to establish protocols, quality and safety or care provided and to internalize services as possible.

  • Oversees staff and budget including but not limited to staff competencies and responsibilities, payroll budget, staffing models and guidelines for the various mobile health/community outreach services.

  • Develops flexible service delivery plans for mobile health vehicle staff that meet all regulatory and jurisdictional requiremnets, in conjunction with HP and physician leaders, ensuring appropriate staffing for all services that are delivered through the mobile health services and by community ambassadors in safety net and other care delivery sites.

  • Collaborates with Delivery System Operations leadership, Medical Group leadership and Community Benefit to oversee the Community Ambassador program including evaluation of the current program and participants and on-going development and refinement.

  • Partners with Community Safety Net partners to evaluate Community Ambassadors via data and other measures of formal and informal feedback and develops appropriate training and mentoring plans.

  • Evaluates the performance of clinical staff when they are providing mobile health services; gives feedback on their performance to the managers of the departments who contribute the clinical staff.

  • Ensures compliance with all applicable regulatory rules, laws and policies.

  • Executes department vision and strategy, successfully deploying mobile health resources to meet the expressed goals and expectations in the Annual Operating Plan.

  • Serves as an advisor to KP's Nursing Practice Department and a member of the Advanced Practice Council.

  • Participates in the Community Benefit Steering Committee.

Basic Qualifications:

Experience

  • Minimum ten (10) years of experience as a line manager in an ambulatory setting required.

  • Minimum seven (7) years of supervisory/managerial experience required.

Education

  • Master's degree in nursing, other clinical area, Public Health, Health Care Administration or related field required.

License, Certification, Registration

  • RN license required in appropriate jurisdiction.

  • Previous experience in public health and/or nurse run ambulatory settings preferred.

  • Previous project management experience preferred.

  • Previous experience in a managed care setting preferred.
