Kaiser Permanente Chief of Staff - Office of the President - Kaiser Permanente Building in Portland, Oregon

Leads and facilitates highly strategic and sensitive issues and projects of regional, statewide, cross-entity or cross-functional scope directly under the Region President. Acts an advisor and thought partner to the Region President. Organizes, problem solves, raises issues, and integrates initiatives, solutions, and actions for the Region President acting as executive liaison to ensure successful implementation of company initiatives. Works with relevant stakeholders to obtain and report on information needed for Region President to make sound and timely decisions.

Essential Responsibilities:

  • Executive Consultation and Leadership: Acts as an advisor or thought partner by structuring undefined issues for resolution, researching issues, summarizing information and working with relevant stakeholders to provide the President with information needed to make sound decisions. Provides leadership, consultation and analysis regarding state-wide, cross-entity or cross-functional performance and strategic opportunities. Identified and recommends approaches to issues and identifies the most effective means of solving the issues. Facilitates committees and task forces of diverse membership. Ensures the delivery of high quality results on time. Acts as a communication liaison between the office and direct reports by providing advice and speaking for the President. Routinely represents the President's point of view and proactively makes decisions on behalf (within established parameters). Assists and advises direct reports to ensure their recommendations and reports to President are coordinated across the organization and thoroughly crafted. Partners with a variety of individuals from other entities, other regions, national program, and labor on behalf of the President on projects or on issues that require resolution. Represents the President's Office at external functions, in meetings or as a public speaker for recognition and advocacy events. Prepares formal presentations for the President as well as papers and public statements. Develops, leads and monitors the office budget. May manage other executive consultants or manage support staff. Acts as a mentor and peer advisor to other executive consultants and junior staff. Develops and leads forums for executive consultants to coordinate efforts and cross-entity or department silos to help this set of individuals to continuously improve and build their skills and effectiveness in support of their executives and the organization.

  • Functional Area Management: On behalf of the President, drives internal planning processes associated with the development of the office of the President. Establishes and supports the communication strategy for the President and his direct reports. Coordinates with Human Resources and establishes internal processes which ensure appropriate salary planning, leadership development and recruitment policies and practices are in place within the office of the President. Supports the planning, management and execution of key business processes associated with management of the office of the President, including but not limited to performance management, strategic planning, communications, and tactical initiatives. Applies process improvement methods and tools to improve and/or redesign organizational business processes. Leads and/or participates on high priority projects for the President. Partners with direct reports of the President to achieve functional area and organizational objectives.

  • Project Management & Consulting: May independently lead and/or facilitate the achievement of organizational goals and objectives on behalf of the President. May lead large projects or oversee regional programs such as complex improvement projects to identify and resolve issues of strategic importance to the company. (For example: development and execution of a functional area re-organization, or leading the development and execution of an organizational improvement strategy.) Develops proposals outlining proposed project structure, approach and work plan. Designs research plans for data gathering and analysis. Interprets analysis and develops action plans accordingly. Provides direction to content experts of the responsible technical area. Provides leadership and expert consultation on the design, development, and implementation of programs.

Basic Qualifications:

Experience

  • Minimum ten (10) years of experience in consulting, operations or project management in a health care setting.

Education

  • Bachelor's degree in business administration, economics, health care administration, operations research, public health administration, or other related field OR four (4) years of experience in a directly related field.

  • High School diploma or General Education Development (GED) required.

License, Certification, Registration

Additional Requirements:

  • Demonstrated knowledge of the intricacies of hospital/HMO/medical office operations and practices.

  • Demonstrated understanding of the operations and/or business of KP, health policy trends, and any applicable regulations related to

relevant issues.

  • Demonstrated ability to determine key business issues and develop appropriate action plans from multidisciplinary perspectives.

  • Demonstrated performance in strategic/operational analysis and planning, analytical techniques, financial and market assessments.

  • Proven leadership skills in project management and consulting.

  • Must exhibit efficiency, collaboration, candor, openness, and results orientation.

  • Ability to exercise good judgment and political astuteness.

  • Superior communication, consulting, facilitation, negotiation, conflict management, problem resolution, change management skills

and consensus building skills.

  • Ability to adapt to constantly changing priorities in managing a wide range of projects.

  • Proven ability to effectively manage in ambiguous situations with minimal direction.

  • Demonstrated ability to lead professionals and manage others through influence and collaboration.

  • Outstanding written and oral communication skills required.

  • Demonstrated ability to conduct and interpret quantitative/qualitative analysis.

  • Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

  • Experience in applicable functional area operations, at least at managerial level preferred.

  • Experience with business process improvement and the tools and data requirements for supporting an effective business process

improvement project.

  • Familiarity with Kaiser Permanente organization and operations for applicable area, and personnel highly desired.

  • Master's degree preferred.
