Kaiser Permanente Health Information Management Director in Honolulu, Hawaii
Responsible for providing leadership, development, and operational and fiscal management for the regional Health Information Management Services, Medical Transcription Services and Tumor Registry. Liaisons with medical and professional staff, ancillary departments, patient accounting services, medical economics and hospital/clinic administration. Ensures compliance with accrediting and governing agency standards. Supervises assigned staff.
Essential Functions: - Provides operational guidance and direction for the provision of HIM services by planning and executing short and long term actions throughout the region supporting the Program's mission, goals, policies and procedures. - Analyzes, selects, and implements programs in alignment with Hospital strategy and local market. Establishes, reviews, and updates short- and long-term department goals. Executes problem identification, data gathering and implementation of strategy in best interest of department. - Reports on departmental operations and goal attainment. Participates in interdepartmental activities necessary to meet Hospital goals. - Manages and coordinates local market's abstracting, coding and data collection of patient information from inpatient and outpatient medical records. Ensures timely and accurate transmittal of reimbursement information, utilization statistics, and provider utilization data to appropriate parties. - Monitors and reports data quality objectives including optimal case-mix index and third-party reimbursement. - Reports medical record documentation incidents to interdisciplines and ancillary departments. - Ensures accurate and timely medical record completion in accordance with TJC standards and Professional Staff by laws, rules and regulations; liaisons with medical staff as needed. - Plans, directs, and coordinates activities of Tumor Registry and data analysis. Maintains efficient database for cancer programs and other organizational needs. - Plans, directs, and coordinates activities of Medical Transcription Services for efficient and timely document flow. Assures physician satisfaction with quantity and quality of output and continually monitors same. Resolves deficiencies with department supervisor. - Develops, administers, and maintains comprehensive, cost-effective departmental budget. Establishes priorities and directs resource consumption. Evaluates service delivery. Establishes control mechanisms for proper acquisition, storage, and consumption of resources for maximum utilization. - Serves as consultant to local market and serves on committees, projects or in other capacities related to health information management. - Liaisons with medical and professional staff, ancillary departments, patient accounting services, medical economics and hospital/clinic administration. Investigates physician inquiries, resolves issues and provides feedback to staff. - Maintains current knowledge of health information management and expertise. Shares knowledge and applies to practical situations. - Hires, trains, supervises, counsels, disciplines, and terminates assigned staff as appropriate. - Communicates goals, objectives, accountabilities, priorities, and authority parameters to assigned staff.
Qualifications: Basic Qualifications: Experience - Minimum eight (8) years of health information management, medical records department, or related experience. - Minimum three (3) years of management experience. - Experience with computerized medical records management. Education - Bachelor's degree in healthcare administration, health information management, or related field, OR four (4) years of experience in a directly related field. License, Certification, Registration - Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA) by the American Health Information Management Association (AHIMA).
Additional Requirements: - Demonstrated knowledge of state, federal, and JCAHO licensing and accrediting requirements and standards. - Demonstrated knowledge of and skill in conflict resolution, decision making, group process facilitation, influence, interpersonal relations, oral communication, problem solving, project management, quality management, systems thinking, teamwork, team building, and written communication.
Preferred Qualifications: - Supervisory experience with quality control and improvement activities. - Experience with data systems and reporting for medical record coding, abstracting, chart deficiency, analysis, and recording of incomplete systems. - Experience with medical transcription systems. - Knowledge of ICD-9 CM and CPT-4 classification systems with understanding of effect of data quality on prospective payments, utilization, and reimbursement. - Candidates should have an Registered Health Information Administrator (RHIA) (4 year bachelors) or Registered Health Information Technician (RHIT) (2 year Associate) RHIA is preferred. - Five (5) or more years of experience in management of an hospital based HIM department preferred. - Coding experience preferred. - Experience with physician practice HIM and coding is preferred. - Revenue Cycle experience is preferred.
