Provides consulting leadership for high quality & cost effective strategic planning, project Mgmt & process improvement for major initiatives & key lines of business. Manages or coordinates the consulting & analytical support for these projects & processes & is accountable for the quality of the project & outcomes. Has responsibility for operational programs & large, complex projects that impact care delivery. Provides general oversight & guidance to administrators, ensuring quality & productivity standards are maintained while meeting Dept deliverables & regional strategic priorities.
Essential Functions: - Consulting - Functions as the liaison to a significant portion of the business (examples include Surgical Srvs, Ambulatory Care, Space Planning & Capital Projects, PM/PI Training & Mentoring). First point of contact for the executive leader of that portion of operations. Conducts the impact assess/feasibility study during the initial scoping of new requests. Helps prioritize requests based on the other competing priorities for that area. Partners w/the Program Mgmt Office Dir & Performance Improvement Dir to allocate project resources. - Program Mgmt - In collaboration w/clients, manages major multi-disciplinary strategic programs. These programs are comprised of a number of highly complex & impactful projects totaling more than $10 million dollars & having great Reg-l strategic importance. Determines goals & priorities w/Sr/executive leaders. Establishes team membership then plans for & facilitates the governing body for the program. Provides guidance for/consults w/the project leads & project Mrgs for the individual projects to ensure business cases are accurately created & status reports are meaningful. Produces or oversees development of written & analytical materials & formal presentations for Sr/executive leadership & other key clients. Partners w/the project leads & project Mrgs for the individual projects to ensure each project meets their planned deliverables. Assists in planning & coordinating w/other ongoing teams & projects to ensure alignment of efforts. - Project Mgmt- In collaboration w/clients, manages major multi-disciplinary strategic projects, initiatives, &/or committees. These efforts have greater than $1 million dollar budgets, are highly complex, carry significant risks/rewards, & have high internal/external visibility. Determines goals & priorities w/Sr team sponsors. Establishes team membership & negotiates time commitments & resources. Develops business cases for clients by outlining operational impact, project cost, proposed project structure, implementation plan, etc. Leads/facilitates groups, makes significant contributions, & provides technical leadership to identify risks & resolve issues of strategic importance to the organization. Interfaces regularly w/Reg-l & operational Sr Mgmt to produce deliverables according to budget, schedule & quality specifications. Produces or oversees development of written materials & formal presentations for Sr executives & other key clients. Engages in implementation, provides golive support, leads the post implementation assessment & facilitates the close-out process. Assists, as needed, in planning & coordinating w/other ongoing teams & projects to ensure alignment of efforts. Engages diverse internal & external Depts including vendors, regulatory agencies, info technology & communications to develop plans & ensure deliverables meet specifications. - Process Improvement Consulting-Same as project Mgmt, but the initiative goals are to improve the operation of an existing Dept versus the creation of a new Dept or srv. - This job description is not all encompassing.
Qualifications: Basic Qualifications: Experience - Minimum three (3) years of business consulting experience with demonstrated proficiency in at least two (2) of the following disciplines: strategy development, program management, project management, process improvement, operations research, business planning, or management/industrial engineering. - Minimum six (6) years of experience in leading complex performance improvement projects, including a demonstrated proficiency in facilitation, change management, and project management. Education - Master's degree in business administration, economics, health care administration, operations research, public health administration OR Bachelor's degree in same field AND two (2) years of experience in a directly related field. License, Certification, Registration - Certification in at least one (1) project management or process improvement methodology, such as Project Management Professional (PMP) or a minimum level of a Lean Master Black Belt within six (6) months of hire/transfer.
Additional Requirements: - Proven leadership skills in project management and management consulting, including the following attributes; personable, efficient, collaborative, candid, open, organized and results-oriented. - Assertive, objective and be able to confront clients/stakeholders with difficult issues. - Proficient facilitation skills for senior level committees, teams and major planning events. - Facilitate teams or groups of key stakeholders from all levels and segments of the organization, while developing the build teams. - Conflict resolution skills to address issues with individuals and in group settings. - Ability to identify politically-charged situations and manage the project's political challenges. - Strong verbal and written communication skills (1:1, peer, multi-disciplinary group, presentations, written). - Strong proficiency in the use of current software, including spreadsheets, process mapping tools, project work plan tools, charts and graphs, etc. - Intermediate/advanced knowledge of analytic techniques pertinent to project management. - Determine the key business issues, create patient centric solutions and develop appropriate action plans to solve complex problems. Develop and execute fact-based, data-driven methodologies. Demonstrated ability to conduct and interpret quantitative/qualitative analysis. Demonstrated ability to lead a multi-disciplinary team through the problem solving process. - Establish clear and actionable performance contracts and project budgets with delineated accountabilities. - Demonstrates ability to manage against multiple competing priorities of operational management customers and business process. - Manage multiple large/strategic projects to achieve expected quality, cost and schedule outcomes. - Perform simple to difficult analyses to help clients address strategic issues and achieve performance targets.
Preferred Qualifications: - Minimum five (5) years of experience in project management. - Minimum two (2) years of manager/director level leadership within healthcare. - Minimum two (2) years of front line work experience within healthcare. - Experienced working with physicians and senior leaders. - Master's degree. - Certification in at least two (2) project management or process improvement methodology, such as Lean, Six Sigma, Project Management Professional (PMP). - Proficiency in three (3) or more disciplines: business process improvement, project management, strategy development or operations research or management/industrial engineering. - Demonstrated understanding of Kaiser Permanente operations, health policy trends and healthcare market trends. - Demonstrated effective change management within a Labor/Management environment.
